
ARM’s Scott J. Milchak, Project Scientist I, has been recognized by the American Petroleum Institute as an API 653 Certified Aboveground Storage Tank (AST) Inspector. The API 653 program establishes a uniform, national program intended to assist state and local governments in understanding and developing aboveground storage tank regulations. Certified inspectors must prove to have a broad knowledge base relating to the repair and inspection of ASTs, as well as an understanding of t he specifications set forth in API Standard 653, Tank Inspection, Repair, Alteration, and Reconstruction, as well as other standards.
Over the past four years, Scott has completed numerous AST integrity testing and inspection projects throughout Pennsylvania and West Virginia. His work with the West Virginia Department of Protection’s overhauled AST legislation has led to ARM’s successful submittal and regulatory approval of multiple AST inspection certifications, tank closure plans, and tank closure reports. Scott’s API 653 certification will enhance ARM’s tank inspection capabilities, and provide additional opportunities for the continued growth of ARM’s AST program.
