
At the Solid Waste Association of North America’s (SWANA) 16 th Annual Joint Fall Conference in Harrisburg, ARM’s President, William S. Tafuto, P.E., presented on the topic of the Pennsylvania Department of Environmental Protection’s (PADEP) new policy guidelines that can allow waste containment facilities to capture in advance the capacity provided by waste consolidation. This policy guideline, referred to as a Settlement Accommodation Plan (SAP) would allow landfills to temporarily increase side slopes from a 33% grade to a maximum of 40%. The maximum allowable increase in grade will be determined by the expected settlement in each respective area, not to exceed 10% of the total waste thickness. An SAP is to be submitted to PADEP for approval in the form of a Minor Permit Modification.
The annual conference was hosted by SWANA, Pennsylvania Waste Industries Association (PWIA), PADEP and Pennsylvania Association of Host Municipal Inspectors (PAHMI), and was held at the Harrisburg Hilton Hotel on September 3 rd and 4 th . In addition to Mr. Tafuto’s presentation, ARM showcased its wide range of solid waste management services as a featured exhibitor.
The SWANA conference is considered the premier event for Pennsylvania’s solid waste and recycling industries, consisting of over 250 attendees and exhibitors, including decision makers from public and private sectors, regulatory agencies, consultants, and other technical and legal professionals.
