Delaware currently ranks 40th overall in solar energy production, partially due to the current laws which make it difficult for community solar development. However, the recently passed Delaware Senate Bill 2, which focuses on Community Solar, removes community solar barriers, and paves the way for clean energy development in the state. With a renewable energy goal of 40%, 10% being solar generated by 2035, Delaware’s legislators expect “The First State” to become a leader in the renewable energy marketplace and encourage other states to promote green initiatives.
The bill encourages private developer participation, now allowing private developers to serve medical centers, colleges, new residential construction, and disadvantaged communities. The current Code requires private developers to be connected via a one feed system, and limits the size of a solar system to 2 megawatts. The feeder restriction has now been lifted, and the system size has been increased to 4 megawatts, which opens the market to many interested solar developers.
The legislation also requires the utility to allow the electricity produced by the community solar facility to be credited directly to each of the consumers that owns a share of the system, which will greatly offset the cost of electric rates, which are currently 20% higher than most other states.
