In 2009, ARM was awarded a 10-year contract as the on-call consultant for Howard County’s Bureau of Environmental Services, in which ARM was responsible for performing Phase I and Phase II Environmental Site Assessments (ESA) on properties throughout the county. The Phase I ESAs are requested to support of the County’s acquisition of properties that range from commercial shopping centers and office buildings to residential properties to undeveloped land. Phase I ESA requests from the County frequently include inspections for asbestos-containing materials (ACM), lead-based paint (LBP), and hazardous materials (HAZMAT). A number of projects necessitated the need to perform Phase II ESAs, which routinely includes collection of soil, groundwater, indoor air, sub-slab soil gas, and/or exterior soil gas samples.
ARM has also designed and implemented remedies to address the issues identified through the assessment process. Remedial strategies typically included excavation and off-site disposal, in-situ chemical oxidation or monitored natural attenuation strategies.
To date, ARM has performed work on over 50 projects under this contract.
