ACUA Landfill

ARM completed and permitted a value engineering re-design of the previously permitted mechanically stabilized earth (MSE) berm at the Atlantic County Utilities Authority (ACUA) Landfill to optimize the capacity of the site and reduce construction costs associated with the MSE berm. 

ARM’s value engineered design reduced construction costs of the MSE berm by approximately $4.4 million 

Project Highlights

  • The previously permitted cross-sectional geometry was required a significant amount of soil to be imported to the site for construction. ARM’s design reduced the cross-sectional width of the proposed berm which provided significant benefits, including: 1) increased capacity by shifting the limit of waste outward and 2) reduced the amount of soil needed to construct the berm. Reducing the amount of soil required for construction provided a significant construction cost savings, all while providing an opportunity to increase the capacity of the facility.
  • After completing the permitting process for the re-designed MSE berm, ARM prepared the bid package for the first phase of construction. 
  • ARM provided construction-phase engineering support and full-time quality control (QC) inspection services to verify the project was completed in compliance with the design, site specific solid waste permit, and regulations.
