Lancaster Landfill

ARM successfully managed the completion of a 2-stage stream restoration and wetland restoration/enhancement and creation mitigation project for Lancaster Landfill, Mount Joy and Rapho Townships, Lancaster County, Pennsylvania in accordance with state and federal encroachment permit requirements. 

The success of the project was attributed to the following: 

 

  • Well-Developed Communication Between ARM, the Client and Resource Agency Representatives
  • Development of a Strategy to Gain Permit Approval
  • Value Engineering Review Resulting in a $215,000 Cost Savings, and Oversight During Construction

 

Project Highlights

 

  • The project success involved state and federal agency coordination through timely permit extensions and modifications, weekly inspection status reports, and on-site meetings. 
  • ARM’s engineers in conjunction with our biologists completed value engineering review resulting in the construction cost savings of approximately $215,000 due to value engineering review resulting in recommended design modifications & our recommendation to remove an unnecessary design element. 
  • Schedule delays were avoided due to ARM’s preparation of the bid schedule and technical specifications and oversight of the pre-bid meeting. 
  • Aquatic resources were protected though ARM’s implementation of pre-construction measures, conservation easements in perpetuity, and signage to demark the conservation areas. 
  • PADEP and USACOE approved ARM personnel to provide inspection and supervision of the mitigation project.
  • ARM’s biologist developed a permit tracking system to document permit compliance throughout construction.
  • The immediate on-going monitoring of the site is resulting in the development of a successful mitigation site that meets performance criteria and prevents establishment of invasive species.
