Lanchester Landfill is operated by CCSWA and has the responsibility to provide solid waste disposal for 49 communities in Chester County, Pennsylvania.
Three times in the past 25 years, Lanchester Landfill approached its permitted capacity. CCSWA selected ARM Group to develop Alternative disposal plans and options. ARM and CCSWA evaluated each expansion option in terms of capacity, development cost per ton of capacity, technical and operational factors, and regulatory and community acceptance considerations. After careful examination of the alternatives, the answer reverted to expansion of Lanchester as the most feasible option. In addition, the regulatory climate rendered financing other options difficult or impossible.
ARM developed innovative design solutions and completed construction of the expansions. ARM also assisted the CCSWA in developing solutions to mitigate visual impacts and addressing local community concerns.
