Former Miller Chemical & Fertilizer Site

ARM provided environmental resource investigation and permitting support in order to remediate a 14.4-acre former Miller Chemical and Fertilizer site as part of Maryland Department of the Environment’s (MDE) Land Restoration Program. ARM and our client worked in coordination to gain approvals to cap areas that exceeded MDE contaminant thresholds, which resulted in unavoidable impacts upon wetlands and ephemeral streams. ARM submitted and received approval of the Remediation Action Plan for the site. In support of the Plan, ARM’s technical knowledge and working relationship with state and federal agency representatives, resulted in timely approvals to advance the project to satisfy the client’s schedule. 

Project Highlights

  • Delineation of 1.54 acres of wetlands using problematic procedures due to past disturbance and prevalence of invasive species
  • Determination of five watercourses for jurisdictional determination and implementation of avoidance and minimization measures
  • Development of Forest Cover Mapping for planning purposes and management of Forest Conservation Act requirements for County approval
  • Verification of wetland boundaries and completion of on-site Pre-application meeting with MDE and United States Army Corps of Engineers, Baltimore District
  • Development of strategy in coordination with client and engineers to avoid and minimize aquatic resources 
  • Evaluation of wetland and stream impacts
  • Completion of bog turtle habitat assessment and receipt of United States Fish and Wildlife and Maryland Department of Natural Resources clearance
  • Completion of Joint Permit Application Support and Technical Review
