Pursuant to the Wellhead Protection Program regulations adopted by the Pennsylvania Department of Environmental Protection, and pursuant to the USEPA’s implementation of the 1994 Safe Drinking Water Act amendments, South Middleton Township engaged Mr. Wehler of ARM Group to determine the groundwater recharge areas and required wellhead protection areas for each of its municipal wells (Wells 1, 2, and 3).
Using existing geologic maps and hydrologic reports, the project team, which included Mr. Wehler, prepared maps of the recharge areas and evaluated pumping test records of the municipal wells to define the Zone I, Zone II, and Zone III wellhead protection area for each public water supply well of the township. Guided by the advice of the Project Steering Committee, the project involved many community meetings and participation by the Township Board of Supervisors, the Planning Commission, the Cumberland County Conservation District, the Letort Regional Water Authority, and the Township Parks and Recreation Department. The project culminated in issuance of a report entitled, “Wellhead Protection Study – Production Wells 1, 2, and 3; South Middleton Township, Cumberland County, Pennsylvania”. Following the issuance of this report and its adoption by the township Board of Supervisors, the Project Team proceeded to prepare a formal Wellhead Protection District Ordinance to restrict land use within the Zone I and II areas associated with the municipal wells. This ordinance has been in effect for several years, and serves increasingly as a means of assuring the long-term quantity and quality of the township’s public water supply.
