Based on ARM’s extensive experience with the Design and Construction Standards for Centralized Impoundments, ARM proposed modifications to some of the PADEP’s requirements and policies as they were written.
ARM’s suggested revisions resulted in changes to subbase requirements, as well as permit application changes related to concurrent submissions.
These changes to the regulatory requirements, which were implemented December 2013, will result in a 3-month reduction in permitting time as well as at least a $15, 000 reduction in subbase testing fees. The permit time reduction was the result of the PADEP agreeing to accept concurrent applications for ESCGP-2 and Dam Permits.
ARM will continue to communicate with the PADEP to improve specific Oil & Gas regulations on behalf of its customers to ensure that projects can be completed in a timely and cost-effective manner while simultaneously protecting the environment.
