Pre-Drill Surveys and Groundwater Sampling

Under the Oil and Gas Act, a natural gas operator must follow specific guidelines for pre-drill or pre-alteration water supply sampling. In addition, data management and documentation are crucial since these items serve as legal documents in the event that an operator needs to show that it did not impact a water supply. ARM personnel have worked with natural gas operators throughout the play to develop standard procedures for pre-drill/pre-alteration surveys and have implemented these procedures during field sample collection, data management, and regulatory reporting activities.

Compliance Reporting

To meet regulatory requirements, natural gas operators must submit data to the River Basin Commission (RBC) on a regular basis. RBC requires monthly reporting of drilling schedules; quarterly reporting of water usage at each permitted well pad and water withdrawals from docketed surface water and/or groundwater sources; and the submittal of post-hydrofracture reports upon completion of a gas well.  PADEP requires biannual waste and gas production reporting for each permitted gas well. ARM has detailed knowledge of these data reporting requirements, and manages the submittal of these reports on behalf of several natural gas operators.

Environmental Monitoring

ARM personnel provide clean-up oversight, confirmatory and on-going(soil, groundwater, and surface water) sampling, Geoprobe® drilling,   data management, regulatory coordination, and reporting services to address regulatory requirements relative to the following types of projects:

  • Water supply impact assessments
  • Spill response – remediation and confirmatory reporting
  • Long-term site remediation/environmental clean-up
  • Quarterly centralized impoundment groundwater monitoring

Site Acquisition and Development

Acquisition of a property is usually a strategic decision involving significant investment. ARM works with buyers, sellers, financial institutions, attorneys and insurers to find solutions to satisfy all parties. ARM also provides comprehensive environmental services in planning and permitting the development of the property, as follows:

  • Environmental due diligence (Phase I Environmental Site Assessments)
  • Property condition assessment (PCAs)
  • Asbestos and lead-based paint management
  • Wetlands assessments
  • Environmental permitting
  • Environmental impact assessment

Spill Prevention and Management Services

ARM has the experience and expertise to help companies with spill prevention and management at well sites, storage facilities, and support facilities. Spill prevention and management programs must be prepared in accordance with the applicable state or federal regulations governing the site. ARM can prepare the following plans for your site or facility:

  • Spill Prevention Control and Countermeasure Plans (SPCC) for petroleum materials per the requirements of the United States Environmental Protection Agency (USEPA) Federal Clean Water Act
  • Preparedness, Prevention and Contingency (PPC) plans for other materials per the requirements of all regulatory bodies an the Clean Streams Law
  • Spill Prevention and Response (SPR) Plans per the requirements of all regulatory bodies

For sites where one or more of the above plans is required, ARM can prepare a combined Environmental Emergency and Response Plan (EERP). This single plan is often easier to manage, while at the same time maintaining compliance with all applicable regulatory requirements. ARM can also complete compliance audits for facilities that have an existing plan to ensure that the plans are prepared and updated in accordance with the latest applicable requirements.
